Candles and wax melts are not cosmetics
This scan was built for cosmetics — products for skin or hair. Candles and wax melts fall under different rules: the CLP Regulation, with its own labelling (think hazard pictograms and the familiar orange diamond). So you don't need a CPSR, a PIF or a CPNP notification.
